This is not specifically an embroidery tool, however, it is incredibly useful when it comes to creating your own patterns, particularly for cross-stitch embroidery. It is also a good source for lots of other techniques as well. This website enables you to create fonts in bitmaps that can be used as cross-stitch patterns for phrases and letters. The fonts created are in the public domain, meaning that you can use them freely.
This site explains in detail how to create new projects. It takes some practice to learn how to use it but the results are worthwhile. Here are some samples of what its users have created.
Pixel-Stitch
This website allows you to upload any image you want and convert it into a professional cross-stitch embroidery pattern. You will find many advanced features: you will be able to choose how many colors you want to use; see their exact numbers for the following brands of thread: DMC, Anchor, and Sulky; as well as choose the size of your fabric and the number of stitches.
Once you've selected your options, you'll be able to see the size of your embroidery pattern in centimeters in order for you to calculate how much fabric you will need. This way, you'll be able to decide how complicated you want your project to be.

APL - Embroidery Resources
This website, although it looks quite old-fashioned, offers lots of vintage patterns that you create or give a modern twist. You will discover entire books of old patterns, including some that date back to the 18th century. There are also patterns for working with different materials and techniques, such as beads, knots, macramé, and more.
To download a pattern, click where it says PDF. Some of the patterns include a preview and information about the original publication. There's the option of donating to those who have shared these historic treasures.

This website offers up more than two million beautiful botanical, nature, and animal illustrations that are perfect for embroidery using such techniques as needle painting.
This archive includes work by botanic illustrators from France, Germany, UK, and South Africa, dating right back to the 19th century and up until the present day. You will find classic styles such as flowers, plants, birds, butterflies, and mammals.
DMC
DMC make thread for embroidery and offer a number of free patterns. You'll find them divided by categories like animals, plants, letters, hearts, and more. You can zoom in on the images so that you can see the details of the stitch.
You will see real examples of how patterns have been embroidered onto different garments, accessories, and decorative pieces. Each project is labeled by the level of difficulty and how long it will take to complete it. Finally, you will be able to consult the colors you need in order for it to turn out just like the example. To use these patterns, you will need a have an intermediate level of embroidery.
